Test part of the data18 to see the distribution under single trigger an apply prescale factor.

CEPC：plans to make further research on time resolution. Something changed in my script，can' t repeat the previous results.

1.Implement prescale trigger information in calibration framework.

2.Learn TrigDecisionTool to get prescale values.

3.Try to run the codes provided by jet trigger experts to get the prescale weights.
